Given description:

My character's name is Jenn, A 24 year old girl with pale skin, gray eyes and full lips. She's a pack and a half a day smoker and her hair is died with black and white zebra stripes. As for clothing, she's partial to casual punk style clothes.

*I gave her eyes a greenish tinge and made her not too pale, hope it's okay with him ^_^ But I'll change it if it's not.

Wow, You really superseded my grandest expectations.

Jenn has the perfect casual, rough around the edges femininity that fitts her character in her off hours.
And I think the eye color you chose works better, sort of symbolic of a rough exterior but a calm, gentle soul on the inside.

So I'll say thank you for your wonderful work, and leave you with some words of wisdom from Jenn,

Thank you! I've begun reading comics again as well as re-reading some old ones (X-23). So my colouring style and lines were influenced by the artwork.

I did a bunch of research Googling terms such as punk rock clothing or Jpop punk style etc. I found a great punk ensemble that looked something like a playoff of Nazi attire.
